という部分がread.phpに3ヶ所、bbs.phpに2ヶ所あります。
$message = preg_replace("/(https?|ftp|gopher|telnet|whois|news):\/\/([\w|;|\/|\?|:|\@|&|=|\+|$|＠｀|\-|\.|!|~|\*|'|\(|\)]+)/"＠｀'<a href="$1://$2" target="_blank">$1://$2</a>'＠｀$message);
に変更してみてください。
